1.         RECEIPT OF BIDS

            Notice is hereby given that the City Commission of the City of Wilton Manors is accepting sealed bids for a project known and identified as NE 8th Terrace Parking Lot Project.  One original and three copies of sealed bids will be received by the City of Wilton Manors, Florida at the office of the City Clerk, City of Wilton Manors.  Bids will be accepted until August 1, 2013 at 2:30 p.m.  Any bids received after the time and date specified will not be considered.  Bids will be opened and read in public immediately thereafter in City Commission Chambers, City of Wilton Manors City Hall,2020 Wilton Drive, Wilton Manors, Florida.


     The scope of this project is the construction of a new asphalt parking lot, which is located on the southeast corner of NE 26th Street and NE 8th Terrace.  The work will include but not be limited to site preparation, earthwork, asphalt pavement, pavement markings, signage, sidewalk, fencing, lighting, landscaping, and irrigation.   



            The schedule for the completion of the work is 90 consecutive calendar days from the issuance of a Notice to Proceed by the City until substantial completion of the work and 120 consecutive calendar days from the issuance of a Notice to Proceed by the City until final completion of the work.  Liquidated damages will be assessed as stated in the Contract.


            Copies of the drawings, specifications and other contract documents for the NE 8th Terrace Parking Lot Project may be picked up at the Office of the City Clerk, Wilton Manors City Hall, 2020 Wilton Drive, Wilton Manors, FL, 33305, (954) 390-2100 or free of charge on line at Bidding documents will not be issued to sub-bidders.     


            The Pre-Bid Conference is scheduled for July 15, 2013 at 10:00 a.m. at the City of Wilton Manors, City Commission Chambers at 2020 Wilton Drive, Wilton Manors, Florida 33305. 

6.         BID SECURITY

            All bids must be submitted in sealed, opaque envelopes bearing on the outside the name of the Bidder, his address, the name and number of the project for which the qualification packet is submitted, and the date of opening.  The bids must be made on the standard bid proposal form in the manner designated therein and required by the Bid Form.  All bids shall require a Bid Guaranty as set forth in Section 2.7 of the “Instructions to Bidders.”

            No bidder may withdraw his bid for a period of 60 calendar days after the date set for bid opening.  The bid security is forfeitable as liquidated damages should the successful bidder fail to enter into a contract, all as more particularly described in “The Instructions to Bidders” Section 2.7


            The City Commission of the City of Wilton Manors reserves the right to reject any and all bids, to waive any and all informalities or irregularities and to accept or reject all or any part of any bid as they may deem to be in the best interest of the citizens of the City of Wilton Manors.


            Pre-award inspection of the Bidder’s facility may be made prior to the award of contract.  Bids will be considered only from firms which are regularly engaged in the business of providing the services as described; have a record of performance for a reasonable period of time; have sufficient financial support, equipment and organization to insure that they can satisfactorily execute the services if awarded a Contract under the terms and conditions herein stated.  The terms “equipment and organization” as used herein shall be construed to mean a fully equipped and well established company in line with the best business practices in the industry and as determined by the proper authorities of the City.

            The City may consider any evidence available to it of the financial, technical and other qualifications and abilities of a Bidder, including, but not limited to, past performance (experience) with the City in making the award the best interest of the City.

Verbal responses will not be given.
